The Role and Problem of Private Sector in Indonesian Migrant Worker Placement Process

Good day guys! Today we are back to talk about Indonesian Migrant Worker (IMW). We still discuss about the role of the sectors that put IMW in placement process. Yesterday we’ve talked government sector, and now we move to the private sectors. Some of you must be know who it is. It exists in each area in hometown.


Yes it is. PJTKI or PPTKIS is a private company which takes IMW placement process. Almost all of IMW are recruited and placed by PJTKI. In 2014, Labor Ministry of Indonesia reported 545 PJTKI have got licenses. They carry out selection process, training, dispatch, placement and return of IMW. Labor Ministry of Indonesia has a responsibility to supervise them. However, there is no detail about the supervision. So it means that PJTKI doesn’t have strict regulation.

The second private sector is labor agencies in IMW placement country. PJTKI always cooperate with labor agencies in placement country. Actually, there is an agreement between government and labor agencies. In the early 2013, The Ministry of Human Rights of Indonesia has decided about the role of labor agencies. One of the most important substances in that agreement is the responsibility of labor agencies to protect IMW in country placement.

The very first process of IMW placement originates comes from the scalper (sponsor) which is individual actor. This part is not an institution, but they are included as private sector. Usually, they operate in the local area such as small village to find someone who has potential to be IMW. They will connect them to PJTKI. Although they have direct connection with IMW, but there is no specific regulation to enforce them.

Insurance company is also a private sector in IMW placement process. IMW have to buy insurance policy to get KTKLN (identity card for IMW). If they don’t buy it, so they can’t get KTKLN. It means that IMW also will get some problems because of KTKLN. The most problems are canceling the departure. It’s so annoying and inflicts a financial loss.
